Thanks for asking for help here in the Apple Support Communities. I understand your need to get your apps working again. I have a couple of recommendations I would like to offer to assist you today. I recommend attempting to download Logic Pro X, and open Garageband also, in Safe Mode and a Test User. Safe Mode will tell us if the issue is related to a startup item or plug-ins. A Test User will let us know if the issue is isolated to your account, or system wide.
To enter Safe Mode, please check this article: Try safe mode if your Mac doesn't finish starting up. I know the article talks about if the Mac doesn't finish starting up, but it will also work to tell you if this issue is caused by some third party plug-in or caches. Once in Safe Mode, try the download, and try opening Garageband. If the issues do not occur in Safe Mode, check the section in that article titled 'If an issue doesn't happen in safe mode' for the steps to solve this.

If the issues do still occur in Safe Mode, please try in a test user. This article will help you create a test user: How to test an issue in another user account on your Mac. If the issue only occurs in your main Admin User, but not the test user, check the section in that article titled 'If an issue happens in only one user account'.
It may also be beneficial to check these three articles if Garageband continues to cause the Mac to restart:

Sometimes, download issues can also be related to the network you are using. If none of the steps I have offered help you finish downloading Logic Pro X, then you may want to try it on a known good network, like an Apple Retail Store, Apple Authorized Service Provider, or another home network like a friend or family member. If you are connecting to a free wireless network like a school, work, or other business, the airport, a military base, or a hotspot type of a network, then the issue with downloading is most likely related to that.
Lastly, if you are using any third party virus protection, firewalls, or proxies that hide your identity from the internet, it may also cause the download issues. These do not only have to be set up on the computer, they can also be set up on the router as well. Some security apps also do this, but are only called Security or VPN. There are literally hundreds of such apps that block incoming ports which will not allow the digital licensing features to work, which then can cause the download to stall or fail.
